Clowns do best in groups of at least 3- get one more.
tetras are best in as big a school as you can do- serpaes can be nippy. I would get rid of it and add another 5-10 black skirts if you like them. You might want to consider a benign larger fish that isn't a bottom feeder to keep the tetras schooling, one that is not overly active I have SAEs in with mine but there are other fish that will suit this purpose.
