2 problems: Filter jam, and cloudy patch on fish

Alright, so two days ago I bought two ropefish. The one died minutes after getting him home. The other seemed fine. Since the place had them in a tank full of oscars, I figured they may have got beat up a bit. But now my living rope has a white patch on his back, like his scales have been bleached. I took a picture on my phone and showed the local fishstore, they said it didn't look like ich, and I should bring him in there today. I'm afraid of moving him around any more than I have to. He seems fine still, active and eating.

Does anyone else know what it is?

Also, the day after I got my rope, I wake up to see that my tank has lost a quarter of its water, and the filter is sputtering. Later, I found out that my filter must have leaked, or backed up and overflowed. The filter I have is for a ninety gallon. It says it's a fluval 404? I figured I'd ask someone about it first before trying to fix it myself and ruining something.
 
Okay as far as the first part goes we need to have your nitrite, amonnia, and nitrates.

For the second part: Chances are nobody has had specific problems like yours on this site. Try googling it.
 
Hm, I guess I'll have to take him in today. I've been looking for anything all night, and not much help. I've also heard it's bad to treat a fish for something they don't have.

For the filter, I emailed my cousin. (It's her husband's old tank, so I figure he'll know what's up with it, but I don't know how soon she'll reply.)
