If I were to find some interesting rocks on a beach that I wanted to add to my tank for some natural (and free) decoration, what kind of precautions should I take to make them safe?

Boil them, then bake them to dry.
Also, some rocks could raise or lower ph (limestone would raise ph for example) so you may want to test them for reactivity. In the vast majority of cases this doesn't matter.
