To make a long story short, I got a penguin bio-wheel 350B from a friend. Thing is, one of the bio-wheels has a blue mark on the corners of three pleats. It seems like some kind of stain to me, I have no idea what it is. After scrubbing with my fingers it wouldnt come off, I asked him and he said he got it like taht.
Now, my concern is if it is something unaqarium say paint of something, it could leak and possibly be of harm. These filters are the new line and their replacement wheels are 10 dollars each.
Does anyone know how I should clean these? How about just cutting the little section off?

Give it a ride in the dishwasher. If that doesn't work carefully try some nail polish remover. Be careful to clean very well if that works. if not maybe the $10 investment is cheaper than sick fish!

Yea, I basically took it apart, and cut the piece out. Seems to still work ok.

DONT WASH IT IN THE DISHWASHER! just cutting it off was a good idea, you dont want to kill the beneficial stuff on it!

Well I dont have any right now, its used and been stored for a while. BTW, the filter casing, the back end of it is bowing outwards, is this just from extended use?

oo... if its been in storage... then the only harm that the dishwasher would do then is soak it in detergent and possibly distroy it depending on how rough your washer is... (ok im being a little dramatic but you get the idea...) the filter caseing (i think you mean the plastic box) can get warped, it probably had some pressure on its sides when it was in use, or when it was in storage, id not worry about it unless it is causing overflow

btw, nice find, those filters can be expensive!

Eh. Goes both ways. I was not too pleased as the filter is quite dirty and smelly!
It took a LONG time to clean it and i didnt evne get all the buildups off. Hopefully it wont harm my tank? Everything was dried out so should be fine. THe previous owner said he didn't use anything in his tank besides water conditioner.
