What type of cloudiness

I have been told to put my water in a test tube or glass and hold it in front of a white paper. Unfortunately, I cannot determine anything from this. I have been thinking that I have a bacterial bloom but my tank looks green (it is heavily planted so very hard to tell). Is there a surefire test to determine whether you have a bacterial bloom or an algae bloom?
 
put the white paper behind the tank and look through the front. Or if you have a background that prevents this, tape the white paper to the side and look through from the other side.
 
What are your ammonia, nitrite and nitrate levels and how long has the tank been up? Fish stocking would help, and a little info on your water change schedule. High ammonia comes to mind first when reading your post.
 
I would have to say it is green with the paper test. It is white against other backgrounds in the tank. I have had this 12 gallon for 6 weeks. 3 neons and 2 corys. It appears to be fully cycled at week 4 with no ammonia, no nitrites and no nitrates (all 0 according to AP test kit). It is heavily planted and algae on surfaces is only minimal. I had bad algae in week 2 but had appeared to be much whiter so I thought I had bacterial bloom. Whatever it is, my tank has been cloudy for all but 2 days. I have added nothing to the water (except salt this week to treat an ich outbreak).
