What is the best fish for the job?

I have a 29 gallon planted tank containing 19 tiger barbs and two blue rams. Water temp is around 76-78 degrees.

Lately there has been alot of build up of dead plant matter and junk that accumulates at the base of the plants. It is difficult to remove, and I was wondering if there is any kind of bottom feeder that will eat that stuff or at least stir up to bottom enough so that algae dosn't form. I have a problem with algae by the way, I had two CAEs but then were nothing but bad news...they didn't seem to help with any algae problems.

Any sugestions as to particular fish or an array of fish that can help clean up the tank would be great.

p.s. I have resorted to using chemical algae destroyer, premorming manule removel of junk, frequent water changes, and putting the tank under black out untill this crap clears up.
 
A few snails would likely help out once you can reduce the amount of food already in there--but you'd have to keep up with it or they could get out of hand as well. With that many fish in there already, I'm hesitant to suggest adding any more. Sorry.

yes way to many fish. so get rid of some tiger barbs, a school of 6 would be idea.

then to clear up the poo and algea:
trap door snails-great scavengers and algea eaters
small loaches(kuhli or yoyo)- love to pick around the bases of plants
ghost shrimp-great scavengers
