I have a 29 gallon aquarium stocked with:
10 Neon Tetras
6 Zebra Danios
4 Otto Algae Eaters, and
2 Albino Catfish
All the fish are relatively small, especially the tetras.
Do you think this is a good number, or is my tank overstocked?
I would appreciate any insight.

I would consider your tank lightly stocked for the size, but knowing what filtration you have, your cleaning routine, and if it's planted will help. Also--are those albino cories, or albino channel cats? Cories are fine, and would be happier with another friend or 2, while channel cats will grow enormous, and are not appropriate for a small aquarium (or very many large ones!)
Are you considering adding something?

Thanks for your help.
My filtration is maintained by a power filter system.
I change approximately 10-15% of my water every other week.
I have a number of plants, which are all artificial, and my catfish are Cory's.
I would like to add a few more fish if possible, if I'm not currently overstocked.
Any Suggestions??

get a couple more corys and maybe a pair of rams.

What kind of power filter?? Saying power filtration doesn't help. ;) :p
Is it planted?

It's a aqua-tec filter, not planted. Hangs on back of aquarium.
