Proper PH for gourami? neons?

I have been reading a pretty much figured out that gouramis and neon tetras are somewhat of a picky fish when it comes to water quality. I want boht of these types of fish in my tank, however...

My question is what is an acceptable PH... and if my PH is off, how do i go about changing it? I know that pretty much all chemicals are bad, but what about the ph-up and ph-down deals?

Also, how do I make my water "softer" if it not already soft enough? (what is soft enough?)

unless your pH is extreme at either end of the scale, your fish will be just fine. do NOT mess with it or your 'softness' either. your fish will be better off with a stable chemistry rather than one which fluctuates with the use of chemicals.
 
It's bad water conditions(amonia,nitrite,excessive nitrate) that there finicky about.

They will adapt to almost any tap water PH.

PH up and down will make the water too unstable(they don't work).

6.5-8 should work with proper aclimations(google search "drip aclimation", if your water is different than your LFS's).

I wouldn't bother making it softer, but peat soaked in the water for a few weeks before putting it in the tank will help.
