30 gallon tank stocking question

I just started to cycle my new tank and now I am doing some research on which type of fish to stock.

My wife likes tiger barbs. I heard that if you keep them in schools of 5 or more you can keep down the fin nipping because they will be more interested in their own school than other fish. Which type of fish would be good to get with them?

Also, Someone told me that 2 blue rams would be good centerpiece fish. If they do not mix well with the barbs, then I would consider stocking a tank around them instead.

It is better to have at least 8 tiger barbs. that way the aggression is spread more and the group is large enough to keep them busy maintaining the 'pecking order'. Don't keep any fish with long/flowy fins with them, eg angels, bettas, guppies, gouramis. I would think they'd be ok with rams, but it may be wise to be careful.
 
I am thinking of forgoing the barbs and going with 6-7 neon tetras, 6-7 lemon tetras, 4-5 panda cories. Getting them established and then introducing 2 german Rams
