2 Bloodfin Tetras, 1 black skirt tetra, 10 gallon tank

I was thinking of adding 2-3 neon tetras, but after reading on here it may look better to go with all bloodfin maybe? The black skirt unfortunately tends to isolate itself from the other 2 bloodfins who are always following each other.

I imagine I could add 1 more black skirt and then 2 more bloodfins maybe? Any suggestions on this? I also will be adding 1-2 otto's at the same time.

Go for a total of 6 of each tetra. they'll be fine with the otos. Add them over 2 weeks, ie 5 blackskirts one week, then 4 bloodfins with the otos.
