Cycling New Tank

I'M cycling a 20 gallon tank with four danios.MY filter is a penguin with biowheel.I have had the fish in the tank for five weeks now.I have ammonia in the tank for four weeks now.the ammonia levels are at 1.0PPM.I have made small 5-10% water changes from time to time to keep ammonia from getting to high.My problem is there is no bacteria growing.Nitrite levels are at 0PPM.This is a along time for a tank to cycl.Why is it taking so long.
 
Are there any live plants in the tank? They can affect the cycling process, particularly the appearance of nitrites.
 
I had a similar problem with my 12 gallon eclipse. It went for 3 weeks with no nitrites. I added one pack of Bio Spira (about $12-$13) and nitrites were detectable the following day, and at 0 ammonia within 5 days.
