I was looking at some bettas the other day (in their sad little cups), and I noticed that some were the normal pitiful cup bettas with drooping fins while there were a few with long, flowing fins that stood out nicely. Are the healthier looking ones "fresher" I suppose you can say, having been in the cup less time, or are they constantly flaring out in the agressive manner because they see the other bettas in the neighboring cups making them both more stressed out and possibly more agressive (i.e. not good for a community tank)?

Well, I picked one of the long healthy looking flowing fin types for my community tank and he turned out to be extremely aggressive. You could be on to something here...
