I would not risk it unless you really know what you are doing.

take a look at www.garf.org scroll down on the frame on the left - towards the bottom, under DIY, they have plans for tanks.
Be careful, and test it outside first - that much water slipped could just be a mess...
Alot of the cost will depend on what you build it out of - all glass? plexi? plywood w/ glass front?
anyways, definately make sure your floor is good for it! that's between 270-480 gallons, so figure 1.5-2.5 tons filled w/ substrate, decor, stand, etc...

firstly - make sure the stand is strong, have brick pillars, and a thick piece of good quality wood across the top of them, with thick polystyrine to even it out beneath the tank.
secondly - i wouldnt go for cheap glass. pay extra and get good quality - it will be better in the long run, and you will appriciate it more in the end.
thirdly - make sure you get the thicknesses of your glass right. im not sure about thicknesses, but if i were you i would check with reputable glass manufaturers which ones they would recommend, and ask in you lfs - they should be able to help you by telling you about the thickness of glass they make their tanks out of, if they do. if they dont, then find someone who does. i'd imagine it would have to be very thick - especially the base.
hope this helps.
oh, and id imagine this will cost you hundreds of pounds...not sure about dollars, but it will be an awful lot, even if you do go for cheap glass.

No idea what it would cost. Shouldn't be too hard to find out. Price the glass and someone who has built one b4 should have an idea on cost for plywood and supplies. Go for it!! That would be truly awesome!
