i have 3 lemon cichlids and 2 of them are going around in circles and the one with the larger darker dorsel fin then tips on his side in front of the other and kind of wiggles. is this a mating dance or are they retarded?

I'm guessing you mean "Yellow labs" or Labidochromis caeruleus. But you could also mean Neolamprologus leleupi, since "lemon cichlid" is the most commonly used common name for that species.
It could be a courtship ritual, which usually involves circling each other and vibrating the body (usually the male). Although, two males and even two females may do this during a dominance fight.
