I have a persistent algae bloom in a small aquarium. I have never seen anything like it. My old hot magnum was pretty good at giving me clear water in a variety of aquaria, but it's long gone. I broke down and bought another. It did very little, at least until I tried some Clarity to help flocculate the particles. Shouldn't the micron filter (I know, not really 1 micron) have cleared up the water, at least temporarily?
 
If the particles are really small, even a pleated filter will have problems getting it all.

Swimming pools are living proof of this. You can have some of the best pleated pool filter cartidges on the market and still have a green water pool. In this case, adding a flocculant is an absolute must to enable the filters to catch this stuff.

Filters and flocculating agents are a temporary solution at best. There are too many nutrients in your water feeding that algae, and that has to be remedied first or you'll be adding a clearing agent and swapping micron cartridges on a frequent basis. I can't imagine that adding the flocculating agent regularly is good for your tank in the long run, either.

Next time try this. Add a tablespoon or two of DE to the water outside the cart before running it. You will see an initial puff of DE into the water when you start it. Don't worry about it.
 
Cutting my photoperiods to 7-8 hours per day has all but eliminated algae from my tanks. I still get a bit of the really tough stuff on the glass in some spots that I have to remove with a razor, but it's nothing like the green particles that clouded my water when my photoperiod was 17 hours!
