you are at a max on your bio-load with that size of a tank. What kind of goldies are they?
I would say you need to double up on the filtration, in other words. When you see a filter on the LFS shelf that says it's good gor a 20 galon tank, get 2..... or get 1 filter that can handle a 40 gallon load. Then you need to change the water, at least 50% probably every 4 days for the size tank they are in, provided they are fancies.

Wrong forum for this question if you have a tank, not a pond, but anyway...
Feed lightly once or twice a day (few flakes per fish).
Sounds like your tank is not cycled. You need a test kit for ammonia and nitrite to make sure that toxin levels are not going to kill your fish. Your test kit will tell you if you're at dangerous levels and have to do a water change. If its a new tank, you may have to change 50% of your water EVERY DAY for the first month or 2. After that you can usually do fine with a 25-30% water change once a week.
I agree with Dangerdoll, you need a LOT of filtration for goldfish. 2 filters for a 20 gallon would not be overkill here.
PS. Your tank is really not big enough for 2 goldfish.
