I posted earlier about how I put an old ornament that I though I had sterilized properly in my betta tank. I have since taken the ornament out, and he is getting progressively worse. He seems to be having problems staying upright (although he is sinking, not floating), the water smells strongly of algae, and the bubbles from the filter are collecting and becoming very large before they pop. I tested the water and ammonia, nitrites, and nitrates are all 0; pH is at 7.4 (I tested with normal pH and high range, both said 7.4). Any idea what is going on? I will move the betta into a smaller cup of fresh water until I can figure out what is going on.

Yes-- transfer the betta ASAP into a small container temporarily with brand new dechlorinated water. While you're getting to the bottom of the tank problem, at least he can recuperate in clean, fresh water.

I would do a 100% water change on the suspicious tank.
