How do I determine what a suitable outside temp is for a 30 gallon tank set with a digital thermometer. I have the type of temp. guage that will alarm if the temp goes out of range, and I'm not sure what I need to set the outside temp. for. I have the water temp. set for a range of 72-80 degrees, and the real water temp. is set for 75 degrees based of of the heater.

The outside temperature doesn't matter because the heater will make the water warmer if it gets too cold.

Is your thermometer an Indoor/Outdoor? Meaning, does it measure the tank water as well as the room temperature?

Is this a gadget that sounds an alarm if the temp goes above or below a given range (e.g., 72-80)? If so, I wouldn't want the temp to exceed 84 or so without knowing about it. I think it would get pretty hard for the fish to get oxygen past that point.
