My sister recently bought me another betta a female one to go with the male i already had and now a couple days later shes (the betta) floating at the top alot and she has little white cloudy spots on her back towards her head. I dont know what it is can someone help?

Right now- separate both bettas. The most important thing is to keep whatever fungus this is away from the male! Find a large jar or clean and empty tank and place the female in it. Add a dash of aquarium salt to help alleviate any current stress. After you do that research her symptoms and find the best med for her disease. It sounds like a nasty fungus infection but you must be careful with any med or prognosis as these can be very delicate animals.

you cannot keep a male and female betta in the same tank unless they are spawning.

that's how you get ME to spawn :D jk. but how do you?

Yes I know that I don't have a fish tank right now. I might get Betas but I really want to breed fish. I used to have a couple fish but they died and I couldn't fund anymiore fish. Now I'm getting back into the hobby.

I do have expeirience with betas though I used to have 2 of them.

First off, separate those bettas! Males and females should never be housed together, and injuries could occur.

Secondly, these "cloudy spots"--are they cottony and white? If so, could be fungus. Treat with a medication called Maracyn in a separate tank.

Keep the water in both containers pristine clean with frequent water changes, so the fungus doesn't re-occur, and so things can properly heal.
