The water will do very little if anything, there is no beneficial bacteria in the water. Now the filter cartridge will jump start the cycle because there is a lot of beneficial bacteria in there. With that you would be able to suport a small bio load as the bacteria is also on all of the surfaces of the tank as well as the gravel and plants.
Yep, small bioload is the key here. Just start out small and add slowly. You will most likely still have a cycle but it won't be as drastic. You can try adding some gravel from the older tank too.
