i just figured out how to do this i guess. anyone with any tips on how the flow should be for a 37 gal thats finishing the cycle and should be ready for red belly piranha?

Probably full flow. I see no reason to impede it - the flow adjustment is mainly for when you're feeding and/or fish who like very little current.

Plus the flow adjustment on an Emperor is really just a way of reducing the amount of water that goes through the filter media. That is to say, it's a mean of allowing the pumps which spin the bio-wheels to keep going while the actual filter reduces.

you are going to want to ave the filters on full blast with a tank of pirannah, for they make alot of waste
