Pearl Grass won't root

I've had these for a month now and separated the bunch into small bunches of about 3-4 stems each. Cut about 1 inch off the bottom before planting. The tops are growing new leaves but they won't root? Out of the whole bunch, only about 15% has rooted. Is there something i'm doing wrong? I use the non-toxic metals to wrap around the bottom so they would stay. I try not to make them too tight but its difficult cuz the stems are so delicate. Too tight the stem breaks, too loose it'll float to the top. I regularly fertilize with seachem flourish about 1-2 a week.

anyone had problems or success with this pretty little plant??
