no, it's not really necessary for aireation. the filter provides all the aireation most tanks require. what fish is he gonna put in it? how long has it been cycling?

it needs to go at least 1 more week or until he doesn't get any ammonia or nitrite readings. I assume he has a test kit, correct? and he could put maybe 4-5 neons in there, nothing more.
