CO2 for a 5.5 gal? ... and some general CO2 questions, too.

I was just wondering what you would recommend for adding CO2 to a 5.5 gallon tank? I am going to have 28W of light over it, and someone (actually a few someones) mentioned that if I didn't have CO2 I would probably have an algae problem. I wanted to go low-tech, but I don't want a major algae problem. :-/ Then I saw that you can get CO2 for about $20. Someone suggested:

with emphasis on the second one (b/c it is a small tank and not much room for the ladder). Are these good suggestions, or do you know of better?

Also, general CO2 questions:
-Can CO2 be harmful to the fish? (by not having as much O2)- I read it should be turned off at night, but as long as I do that, the fish should be OK?
-Will the extra CO2 alter the pH or any other factors? (I read that it could lower the pH, and reduce the hardness)
- Can I test how much O2 and CO2 I have? And if so, what is a good level?

Also, do you recomend fertilizer for this tank as well? (Or instead of CO2?) I've heard a lot about flourish excel. Is the general consensus that it is the best?

I know I am asking a lot, but I really want to do this right! :) It is going to be a dwarf puffer tank, and he is my favorite fish (that's why he's getting his own tank rather than being returned), so I really don't want anything bad to happen to this tank.
 
On a 5.5g tank I'd just go with Flourish Excel. A bottle will last a long time on a tank that size. Controlling DIY on such a small water volume could be tricky.

half dose the first few times to let your fish and plants get used to it. Some plants will go into shock for a couple hours after dosing Excel but they will get used to it and learn to like it.
 
Ok, cool. Thank you Mgamer and twig! Twig, I'm so glad you told me they may go in "shock"- I would have been like WTF? LOL Cool. Unfourtunatly, my PS around here don't sell it, so I'm gonna have to order it online and wait another week for it to come. :)
