If I have a 10 gallon QT tank and just fill it up with water from my established tank, is the QT tank considered Cycled?

Also when treating Ick with Hypo-Salinity in a tank with live rock and invert's is it better to move the live rock and invert's to the QT tank and use Hypo-Salinity on the display tank or vice-versa? Why?

The QT isn't cycled yet - the nitrifying bacteria isn't in the water, it's on surfaces. It takes time to establish, even if you use established water. If you can move over a filter or something similar, then it's much closer.

Move the fish with ich to the QT and do hypo there - fewer things to move and rearrange, less change of damage.
