Whitish Cloudy Water in Eclipse 12 - Parameters ok

Greetings everyone. Thank you for such wonderful forums. I have learned quite a bit. Many are saying that whiteish cloudy water is due to bacterial bloom in a tank, but I have no increase in ammonia or in nitrates or nitrites. I have been doing 20 to 30% water changes 2x per week and the water is still bad. I have 5 guppies and a pleco in the tank, and I am not overfeeding that I know of (tiny pinch of food every other day). I was using the filter system with the Eclipse 12, but tried a little bag of chemi pure in the filter system, replacing the cartridge for a short time. Still no change. Is there anything I am missing? My pH is 7.8 right now and the water is cool. I don't have a heater or thermometer in the tank since they didn't come with the system. I am willing to try just about anything. Thank you for any help you can giv eme.
 
How long has the tank been set up? What kind of a cycle did you do?
 
Also,

Are you doing gravel vacs? If you have no fish that love detritus, you need to be doing weekly gravel vacs (assuming your tank is cycled). I had a problem with cloudy water when my 3 year old dumped a ton of betta food in the 10g. I had to do a thorough gravel vac for about an hour to get most of it out. Water is cystal clear now. Thanks you guys. I did a cycle with fish because I was given the fish in a water bottle in biology class and told that if I didn't take them, they would die because nobody would take care of them. Most of the fish made it through the cycle. The ammonia, nitrites and nitrites spiked as they should and they are now down to zero. I don't have a vac. I will look into that. I'm sure that the gravel needs it.
