Foam in overflow and fuzz on live rocks

A couple of questions here:
1. In the external overflow box I am getting a collection of bubbles on the surface. It does not stink or look nasty like the collection cup of the skimmer, but it resembles the foam. They don't dispate; just sit there. The skimmer is a Skilter Filter (yikes I know- I 'm going to upgrade as soon as I can afford it so I don't need any advice on skimmers) and a good amount of air bubbles spill into the tank from it. The skilter and overflow are on opposite sides, but the power head pushes water from the skilter side across to the overflow side.
Is the foam in the overflow a result of this or what?
How do I remove the foam without shutting down the sump?

2. Most of the live rocks have this fuzz all over them. It looks like they were dipped in dust. It is almost clear (it doesn't look like any hair algae I've ever seen). It literally looks like dust tubers or something, but it is stuck to the rocks as if it is growing on it.
What the @#$% is this?

Water parameters are good save for N03 - down from 160 to 80 and falling as fast as I can change the water. The tank was inherited and I am in the process of getting it back to perfect.

The skilter cracked so I have a new skimmer. I added a pump to the sump (two returns now) and no more foam in the overflow.
The Tang is eating the fuzz along with all the other algae and he looks better than ever.
Nitrates are down to 40 after another couple of water changes and the water is crystal clear. Just waiting on the coralines now.

Still have a question---my turnover rate is somewhere between 18 and 20 times per hour (1000 gph---600 of this through the sump). Is this too much? ---wish me luck
