Questions about Red Zebras and Electric Blues

Well, I figured my tank has been cycling for long enough, so I went fish shopping today. What I really wanted are red and cobalt zebras, but I can't afford to order them online since the shipping costs 5 times what they cost. I called around to all the local pet stores to find them with no luck on the cobalts. The best I could come up with were electric blues about an hour away in one direction and the reds an hour in the other direction. Got back about 2 hours ago with the reds so they're sitting in their bag in the tank now.

Here's my first question: how long do they need to sit in the bag to adjust? Do I need to add any water from my tank into the bag? I've heard both ways on this - some say yes it'll help them adjust and some say no its not needed.

2nd question: can I add electric blues to my tank without any aggression problems? I really want to add blue fish to my tank for contrast with the reds. They're about the same size as the reds...

Some questions I and others would like answers to, in order to better serve you....

What size tank are we talking about?
What kind of a cycle did you do tp prepare it for fish?
What are you using to determine it is ready for fish?
Current ammonia, nirite, nitrate and pH readings?
How long has this tank been established?

I float my fish in a quarritine tank for 30-45 minutes. Poor thr bag/fish/water into a net over a bucket, and add the fish to my qt tank.
 
It's a 44g, levels were 0.0, 0.0 and 0.2 and ph is 7.4. The tank has been set up for over 4 years, but dh having previously nothing to do with any part of my aquarium decided to do a full cleaning of the tank about 2 years ago, which of course killed my 10 yellow labs immediately. Since then it has just sat there (my heart just broke when my labs died). I did a complete water change about 3 weeks ago, but kept the same filter media in and going. I've added some food here and there to the tank maybe to speed up the process if that really works, but I believe that is all... Actually no, I forgot I put some Aqua Safe in yesterday.

It's been over 2 hours with them in the bag in the tank. Is it ok to introduce them directly into the tank now?
