good price??

i am looking in to starting a FOWLR tank and in order for stuff to grow on live rock would i need special lights or would regular flourecent tubes work fine?
i was at Pets Mart yesterday and i saw a 55 gallon tank and stand for $400. is this a good price? it also comes with 2 hob filters a hood and flourecent lights.
next question-
is it ok to use hob filters on sw tanks. i know i have to find filters that have no rusting parts. would i need to take out the charcoal.....????

HOB's are OK for saltys, but there's better ways.

Charcoal can stay in, but it's unnesisary.

Regular flourescents are OK for live rock - even incandescents will work, but a mix of actinic and daylight tubes OR 50/50 tubes will look much better.

I'd say that's not really a good deal on the tank and stand - I can get 55's for $40 at one place and I can build a stand much better suited to my needs/wants for a lot less. Glass tops are around $20 (I think) and a 4 foot shop light is around $30-40.
 
Here is what I would do: Buy a good aquarium at a fish specialty store, but buy the heater and filters at Wal-Mart. Just stay away from Wal-Mart's actual aquariums; I once had a 55-gallon from there leak onto my floor after just a week or so.
