Are you sure it's your otto? Java ferns are tough plants and fish tend to leave them alone. Also, their mouthparts aren't really made for tearing up anything. Could be your gourami. They are known for picking at plants.
try watching your tank. i never heard of ottos tearing up plants. unless your going to take the fish out there isnt much to do about it.
