My tank had the same thing growing on a castle decoration. I eventually removed the castle, because when I washed it clean, the "stuff" grew back. My tank looks great now. I think it's just some sort of algea or ?

IM gunna guess some sort of fungus. Im not well versed in stuff like that since I keep my tanks pretty clean. Whens the last time a gravel vac was done? that should clear it up in no time.

it looks like a fungus. sometimes if gravel vacs arent done enough the nasty gunk can accumulate and start to rot

I used to have that same red dragon in my tank, but over a short time from when I got it the paint start to fade away/ chip off and a white fungus type of thing start grow on it. It looks just like that white stuff you have in your tank. That's just my 2 cents.
