I bought a 75watt VHO bulb (this one at bigals (http://www.bigalsonline.com/BigAlsUS/ctl3684/cp18359/si1383355/cl0/coralifetrichromaticvhofluorescentlamp2475watt)) for my 29gal aquarium since I'm going to be trying to do a planted aquarium but when I put it in, it seems less bright than the 20 watt that was in there, is the bulb broke or my all-glass aquarium hood light can't support it?

yeah, VHO bulbs are too powerful for your standard All-Glass flourescent fixture. You need a fixture like this http://www.drsfostersmith.com/Product/Prod_Display.cfm?pcatid=3796&N=2004+113174
or retrofit your current fixture with Electronic Ballasts like these http://www.drsfostersmith.com/Product/Prod_Display.cfm?pcatid=3872&N=2004+113174
