i have one of these and it shoots up lillys to the surface every day, it had about 5 then the smaller leaves at the base turned yellow and droped off. so i trimmed off the largest lillies at the surface so now it has 3 small ones.

my theory is it was getting too much light, is this the case?

no this plant, like lotuses will try to do this. You have to cut them off before it reaches the surface or the lower leaves will die off because all of the plant's energy is at the top. The more you prune the ones appraching the top, the more the bottom will shoot submerged.
