My male Siamese is looking very odd. He stays at the bottom of the tank in the plants looking very listless and only moves for food which seems to be a struggle for him. My water parameters are ok and he doesn't appear to be injured at all although his eyes do look 'cloudy'. He is not a happy bunny but aside from old age perhaps, I can't see anything else wrong. All other tank inhabitants are fine. any suggestions?

what are youre water parameters tank size tankmates etc...

When bettas eyes get cloudy it is a sign of poor water conditions, change water ASAP.

Is this a Siamese fighting fish, or betta? If so, that sounds very much like my old betta before he died of old age. He was about 3 years old, which is about the life expectancy of a betta according to my research. He just seemed tired and would either lay under his bridge or at the surface and only move if I poked him. He, too, ate until the end. After about a week of this, he was dead and his eyes were indeed cloudy as you described. He had no other signs of illness.

Just to be sure, though, yes, you should tell us tank size, and ammonia/nitrite/nitrate readings.
