Will a 10/20 HOB Power Filter have enough filtration for a 20 gallon tank? If not, what else should I get that is cheap, with cheap cartridges, and would help?

If I understood that correctly, the filter you have is enough for now, if you only put very few fish in the tank.
When you get more fish, you might buy a second filter rated for 20 gallons. In that case you always have a spare one, in case one of the filters stops working. You might also use a cheap sponge filter as the spare, but they tend to be a bit big and ugly .
i had one constant cleaning..then i wised up and invested in a canister filter and wahoo...what an investment....60 bucks of pure heaven....best thing i ever asked my husband for...good luck Lori in NJ
