Optimum filter outlet direction

We have a 240 litre / 63 US gallon Juwel tank with an internal filter/powerhead fitted in one corner with an output of 600 litres per hour. The variable direction outlet is located about 4 inches below the surface. The tank is populated with a community mix, mainly mid level fish but some bottom dwellers and a few inhabitants of the upper level. We understood that the outlet should be directed towards the surface part way down the tank to provide some slight turbulence and good current near the top, however, it seems that the upper level fish (Hatchets and Penguin tetras) have now moved down to occupy the mid level.

Grateful for any advice as what is the optimum flow pattern for a tank 121 x 41 x 55 cm / 48 x 16 x 22 inches with fish that are supposed to occupy all levels.

if your looking for oxygenation its best if you can see teh filter making bubbles from the current. did yours come with an adapter to let oxygen into the stream of the powerhead? i would have to agree with jm1212 though, if thats your only source of filtration you may be interested in getting something that will provide more.
 
jm1212 - apologies, I mislead you, the powerhead is the 1000 litres per hour standard kit that has been supplied by Juwel for some years with this size tank.

even still, you need a filter that will get rid of debris floating in the water, like a Penguin HOB filter. just a powerhead by itelf is not enough.

you might want to start directing the flow onto a rock or driftwood
