By your post it sounds like you are going BB, you want lots of circulation probably need 3 or more powerheads (stops dead spots), HOB would need lots of maintanence to stop accumulation of detritus causing nitrates.
LR will provide sufficient biological filtration so long as you have enough of it, and water changes are performed weekly. you wont need a HOB filter.
