**WARNING** political statement lol.
They don't have any lights. Plus the government probably has mandatory blackouts. Most of the people don't have food let alone electricity. I saw some footage once of a heap of people gathering rice that had fallen on the ground whilst they were transfering it from a train to a truck. The government can afford to make weapons but can't afford to feed their people. Crazy.

have you ever wondered why he spends millions on penis substitutes (nukes), and nothing to improve the lives of his people? he is one of the worst leaders of the 21st century.....
 
Yeah, I researched it a bit after you posted. Apparently they have a really bad electrical grid system and have frequent periods of blackout. Did anyone else see that CNN special they had on many months ago with undercover footage of life in North Korea? It was disturbing...it reminded me of old footage you see from Nazi Germany.
 
From what I understand there is an electrical curfew of 9 PM in NK.

You are all missing the obvious...

NK is very enviromental friendly thus by turning off all power at night when you are sleeping they are saving resources.

they probably do have manditory balck outs to save money they have to spend it on making weapons.... wonderful... and considering that South Korea is democratic, and its economy is stronger than communist North Korea, that also could be the reason for the late night goers in the South Korean cities
