Light too bright for Tetras

Are tetra's light sensitive. It seems when I turn off the Aquaruim light and leave my office lights on, they start moving around more. When the light is on, it's like they're trying to be unseen or something. Any ideas?
 
how much cover do you have in the tank?

tetras are generally food for other fish. they tend to be a bit nervous in the open(can't say that I blame them)

if you don't have much cover try to set some up..they tend to get more comfortable with something to be able to hide in.
 
how many do you have in the tank? they may be super nervous like star rider was saying, and as opposed to a cover question perhaps it is a stocking question.

I have 7 lemons in a tank with little cover, and instead of "trying not to be seen" they are very active and constantly schooling. a smaller number of tetras will always feel nervous, and the larger the group the more comfy they will feel (in fact I've been thinking about adding a few more to my school).
 
I have 5 Black Skirt and 2 Serpe's. My lite is on almost 12-14 hours a day and the fish don't seem to mind. My Serpe's do like to stay to themselves alot,and like mingling in the plants. I don't believe this is a light problem though,because they act the same way when the light is out
