refugium for 45gal

I just bought a 45gal tall and wanted to put a 10gal refugium inside the tank stand.... how will i get water to pass from the tank up top to my refugium...? I was going to buy two identical pumps one to pull water from main tank and one to push water from the refugium.... but what if one pump stopped working? how will i make sure that i dont empty my main tank?
 
its an all glass tank so i cant drill into it..... also. its just going to be a sump, a place where i can check all my levels and add meds, do water changes without messing up my aquaScape
 
all glass tanks are not tempered, you can drill them.

the best way to do it is with an over flow and you r"fuge" has to have a float valve in it. you can get an overflow with a siphon but it is risky
 
are there any simple ways to do this. or any step by step instructions. I found a few pumps on ebay for 20-30 bucks each. that are from 200gph-300....
how would i make a float so that the tank doesnt empty. I was thinking about using a bulge pump from a boat shop, they have floats
