I have happened upon a few places where people have said that any rock that shows iron or rust is dangerous to have in your tank. But I have also found information from reputable sources which says it's fine. There are also various posts on threads where people have reported the safe use of rocks that were obviously rusting. This one is of course not obviously rusting...but still. It just adds to the confusion.

Naturally I'm confused...and I'm also not even sure if this is an iron vein or rust or what not. So I'm posting pictures. I'm assuming the rock is slate or possibly a very dense shale. The sediment layers are visible, it's dark gray, and it has passed the acid test. The magnet test came out negative as well. There's a whole deposit of this stuff in the woods near the PA turnpike a few miles away. I assume it was leftover surplus from the materials being used as a lower road layer.

personally, i'd just go ahead and wash them in warm water and use them. if you're concerned, put them in a bucket of tap water and let them sit for a week. check such parameters as pH, gH, kH, and iron both before and after the rocks have been installed in the bucket. that should allay your fears.

On a more relevant note, I too have what looks like rust on quite a few rocks in my tank. No issues yet, 6 months and going. I also plan to use some of the rock, leftover from a fireplace build, for my new tank.
 
It looks like a conglomerate/shale to me - the stuff is quite common in PA. The only thing I would do is give it a good 30 minute boil to be sure the rock is as dense as it looks and doesn't fall apart. Letting it sit in water for a day or two to see if it alters pH is also not a bad idea.
