Ok I am typing this out of a book: Cause of Pop Eye are parasites or poor water conditions. Treatment: No known commercially packaged medications. The only thing you can do is to improve the water conditions with frequent water changes. It may be beneficial to add 1 tablespoon of aquarium salt per 5 gallons of water to help with osmoregulation. Test your water (pH, ammonia, nitries, nitrates) to make sure they remain in the proper ranges. Good luck!

if it is pop eye, it is VERY advanced.
when was the last time you tested your water?
