My temp was always a constant 76. when I looked, it was 78! Are the fish in my tank going to be ok? I took out the aluminum foil (that covered the holes in the lid) and I opened the lid to let out some heat...

they will be fine, watch that heater though, you don't want the water to fluctuate often. It may be done with. Done you have another to replace that one?
dude it is 2 degrees i am happy that u care about ur fish so much but ur heater is fine depending on ur room temp. ur tank temp. can go up an down a bit like that....my 15g does this.

take it out..... you need another one. This one is obviously broken and will cause more problem than it's worth.

my heater turns off and on. like the on light sorta blinks and turns on, then turns off. like, 2 secs later, it turns back on.

its called auto shut off and on. it helps warm the water when it needs to be so that the temperature remains as constant as possible. obviously your heater may have a problem so pick up a new Marineland Stealth Visi-Therm heater instead, they are very reliable.
yeah, it sounds like it may be dying. 2-3 degrees changes are common, but getting down to 70 and then shooting back up to 78 is not good. if it stays on all the time or blinks constantly it needs replacing. definitely go shopping asap
