Hornwort not floating??

I bought 2 bunches of hornwort from Petsmart yesterday, however, all of it is not floating. Only about half of it is floating. I tried to trim it, but it still does not float. Is it something wrong with it? Should I plant it or get some more, or is that just how some hornwort is?

Well was it floating when you got it?
 
At the store it was in the gravel. When I got home, about half of it floated and the rest either went to the bottom or floated about half way.
