sick jewel

i have a jewel cichlid in my 55g and he has been looking very bad the last few weeks, it looks like he has tiny white patches on his skin and it also seems as though small bits of his scales are comming off. He also oocasionally swims very eradically. I know what ich looks like and this is not ich. All the other fish are plenty healthy looking, any ideas of what it could be?

it could be getting beaten up by the other cichlids in the tank, it could be getting attacked by the CAE or the bichir, and it could have a body fungus.

i never see anyone pick on him, how can i tell if its a body fungus?
