I was thinking a group of tetras in my 10 gallon (live plants, sand substrate).
Which kind do you guys reccomend? There will also be a dwarf fire red gourami in there because he gets chased around by my other one in my 29. So probably.... 6-7 other fish ?

Your tetras wouldn't stand a chance against that gourami. I wouldn't put him in there.
I don't know I kept a group of neon tetras with two gouramis and two otos in a ten but I wanted more so I moved them to a 29. They always got along fine. The two gouramis would chase each other every once in a while, I think they are both male.
I've got two blue gouramis in my tank and one gets chased, but no harm done. I'd say if the one isn't being damaged I wouldn't worry about it. Of course there's always the possibility that 29 gallons may be too close for comfort for 2 gouramis.

just to straighten things out
In my 29 I have
(2) fire red dwarf gouramis
(1) goldfish
(2) black tetras
(2) black mollys
I have NO problem with the gouramis fighting other fish, but sometimes they chase each other around, nip etc. I would move just the smaller one to the 10 gallon.

The male pearl gourami in my 30g directs most of his aggression towards the female pearl. The loaches sometimes get a peck, but mostly because they like to go and see what's going on over near the bubble nest -- its a defensive and territorial gesture. The barbs and rasbora stay clear of the whole scene, and I'd assume tetras would do the same. They do get a little stressed by the chases during spawning, so they might not have all that much room to keep clear of the scene in a 10.
Blues (three-spots) are on the more aggressive end of the gourami spectrum when compared to dwarfs and pearls, so that may make a difference. I'd take care to mind the bioload, but I don't think you should worry too much about compatability.
