I noticed today that my neons were picking on this one neon who didn't look so hot, as they were nippng on him he would wobble sideways. Right now I noticed he has some white fuzz on him and is breathing pretty fast. I'm pretty sure he's gonna die... so I took him out, and he's just on the bottom of the "quarantine" bowl breathing rapidly..

Should I euthanize? If so, how?

The white fuzz would be a fungus. I would treat your main tank for it, because it's rather contagious and spreads quickly. I've seen bad fungal outbreaks kills a fish in under 2 days. If you're looking to euthanize search the forums for clove oil.

I'll treat the tank. But the fish is in rather bad shape right now.. he's just kinda just resting on the bottom of the tank.. I put some food in and it floated to the bottom... but I bet it's freaked out just from being in a bowl..

Would the neon be ok overnight in a bowl? (If it survives) It's about 3-4 inches tall and 6 inches in diameter.

Euthanized.

I still want to get some fungus drops and some stress coat drops. Is it bad to use the fungus drops if theres no visible infection? Also, can the drops be used with the stress coat? Or is that too many chemicals?

In my experience fungus meds tend to be among the least invasive meds, so I would think you'd be alright.
