Maturing an aquarium

I have a new tank and am in the process of maturing it. I read on a website that you can add a piece of meat to the tank to increase the levels of ammonia in the tank for the bacteria and increasing the temperature will increase the maturing process does this work?? Is it the nitrite or nitrate that needs to be at 0 before fish can be added. I have two waiting to be introduced so want to be adding them asap.
