As a wet/dry filter, would this work?

That will be fine if you want the water level to be that low. The line feeding the drip tray will determine the water level.

How big is the tank? Is it drilled?

no, because if you lose power it will continue to drain and flood your house:)

Besides that, it would be almost impossible to get your pump to match the overflow so close.

i could attach some pvc to the intake valve and extend it to the surface, so it would work as an overflow

NO... That's better, but if the bulkhead fitting ever leaks, you'll have issues anway.....

Best to use an overflow box at the top, or have your tank drilled near the top. -Don't chance having the hole that low on the tank - you are begging for trouble.
