Foam, Foam Everywhere

Actually the foam isn't everywhere, just right in front of my filter. The tank is a 29 gal with 2 angelfish. It seems like there is a film on the top of the water also. the foam isn't just a buildup of bubbles either it actually is foam it doesn't dissapear like bubbles would if you touch them it is actual foam. Also there is no air stone to create bubbles in the tank. Any ideas on what the problem might be?
 
typically, this is the result of a high dissolved organic load in in your water, due to insufficient water change regimen.
 
it could be the conditioner thing, but the film looks almost like when oil is on top of a puddle of water. I think I'll do a water change tomorrow and see how it does from there. there is also a big infestation of snails in this aquarium. the last two times that i changed the water (which was about a week ago and before that about 2 weeks) i have taken anywhere from 30 - 50 tiny snails out of the tank. I'm not sure what kind of snail they are they just kind of appeared, i didn't buy them. I think that they migrated over on some Elodea plants that i used to have in the tank. Could they have anything to do with the film or the foam?
 
a high snail load is the result of excess food in the gravel. you've got so many snails because there's plenty for them to eat. 50 percent water changes on a weekly basis coupled with gravel vacuuming, and your problem will go away.
 
good news to anyone who cares. the foam problem is gone! I recently added 3 small gouramis to the tank. and when i added them the foam problem went away instantly. I think it was a conditioner problem because my gouramis were quite dirty and I think that their 10 gal had an ammonia problem. Thanks everyone for your advice. except cow boy.
